NIHL Overrides HSE Hearing Categorisation
The HSE hearing categorisation system (as outlined in guidance L108) provides a structured way to classify audiometry results into different categories
However, when an audiometric NIHL pattern (such as a high-frequency notch) is identified, this overrides the standard categorisation system. Even if the result falls into Category 1 or 2, it must be classified and managed as NIHL if the pattern is consistent with noise damage.

Is occupational health training required
Employers have a legal duty to protect employee health and safety, and this includes providing appropriate occupational health training. Under UK law, staff involved in health surveillance activities – such as audiometry, spirometry, and vision screening – must be competent and properly trained.
Occupational health training supports compliance with key legislation, including:
- Health and Safety at Work Act 1974 – requires employers to ensure staff are trained to work safely
- Management of Health and Safety at Work Regulations 1999 – mandates risk assessment and training for health and safety management
- COSHH Regulations 2002 – requires training and health surveillance for those working with hazardous substances
- Noise at Work Regulations 2005 – mandates hearing surveillance and appropriate training where noise exposure is a risk

NIHL & HSE Hearing Categorisation in Occupational Health
Noise-Induced Hearing Loss (NIHL) is a permanent hearing loss condition caused by repeated exposure to loud noise. It can result from occupational exposure (e.g. in factories, construction, or transport) or leisure activities (such as shooting, loud music, or power tools).
Under the Control of Noise at Work Regulations 2005, employers must assess noise risks and implement hearing surveillance programmes when exposure action values are exceeded.
